I just got some drop springs that are -1.9 front, and -1.7 rear. do i need to get a camber kit. for that low of a drop or will i be ok? i just paid $400 for 4 new tires, and i don't want to eat them up.

You should be alright. And its not like its just eats them away. Your talking like a set a year maybe. But regardless you shouldnt have any worries.

im in college, and drop'n 4 bills a year is a problem.

A good alignment should do the trick, with 0 toe front in rear.
Toe will kill tires more than camber.
A camber kit won't hurt tire life, but I personally like to run a little neg camber to "dig in" the corners.
An alignment will cost between 40-100, front and rear camber about $200ish.
You can do both, but if you can only go with one, get the alignment.
Alignment is needed after any suspension change anyways.
Edit/Add: You can also extend tire life by "flipping them inside out" every so often.
