Does anyone know if you can weld up the holes on a hub and then make them 5 lug or 4x114.3

It can be done, but it takes a skilled person to do it, I had a mazda truck converted from 6 lug to 5 lug like that, they didnt weld up the factory lug holes thoough, it was pricy, but worth it in the long run for me... I think if I were to go far enough to do that, I would do 5 lug.. 5 lugs are rare to see on a civic, it would stand out alot more, and you will get more compliments, but hey, its your car, you do what you want... im just throwing my opinion out there..

Why not just buy hub adapters? Or follow spadam's write up on how to fit 5 lug hubs onto civic knuckles/trailing arms...
