DISCLAIMER: DRIVING with foglights only may be illegal in your area. It is illegal in california.
Typically by OEM instructions, the brown plug from the OEM foglights is supposed to be plugged into D with the parking lights. If you have a situation where you do not want to plugg it into D, you can move it to one of the other accessory options.
E will provide constant power to the foglights when the car is in ACC (radio is on) or running. This will allow you to have your foglights independent of the headlights!!!

In Norway the fogs are only allowed to use in the day (while the sun is up), and ONLY together with parking (city) lights.
Not by them self, and not at all with regular driving lights.
Just so you know, there are places with stricter laws than california...
And, by the way, fuel cost about $6 per gallon here...

6th gen must be different then, unless your fogs work any time the switch is on, aka you turn off the switch everytime you turn off the car

i don't think it's legal anywhere, but i don't care, i've driven past numerous cops with 'em on with no problems

yea pretty sure it isnt legal anywhere to drive with only ur fogs on..chances are u wont get hassled for it but if a cop is lookin for a reason to get u thats one

Here is the fuse panel for a 6th gen civic. The optioin slots are again above the main fuses. [Click pic to elarge it. I thought i made it small enough. Guess not]
Slot 1 - Constant power
Slot 2 - Power when headlights or parking lights are switched on
Slot 3 - Power when ignition is turned to ACC or RUN
Slot 4 - Power only when ignition is turned to RUN
